An inaugural meeting of the Heritage, Culture and Leisure Partnership (HCLP) took place in February 2008 and meetings have continued on a quarterly basis. Membership of HCLP is diverse and includes private, voluntary and community and public sector partners.
The need to have a partnership to lead on matters of heritage, culture and leisure across the borough, had been identified for some time. The Dudley Community Partnership agreed to the creation of HCLP as the Borough' s Community Strategy 2005-20 included a number of objectives to which a partnership was needed to work towards, to contribute to an overall vision of achieving stronger communities.
A stakeholder event was then held in November 2007 where over 50 representatives from appropriate organisations were invited to debate the borough' s priorities for heritage, culture and leisure.
The purpose of the HCLP and it's sub groups is to work towards the objectives within the revised Community Strategy 2010-13 and and in the Borough's refreshed Cultural Strategy, Making Culture Count, which was approved in September 2011 - see below.
